The collection includes the author’s articles and notes related to the Budapest Format Initiative, and appendices include Wikipedia material and the complete Igor Lossovsky’s work “The International Legal Status of the Budapest Memorandum” (Kyiv, 2015). Switching negotiations on Russia’s aggression against Ukraine into the Budapest format is an opportunity to transform the Budapest Memorandum into a full-fledged international agreement that would guarantee Ukraine its security and territorial integrity, as well as a step towards a revision of the Security and Cooperation in Europe Treaty.
